      Hi! The only video I have seen of the Chinese Waitress bind off using a crochet hook is done differently, the stitches are worked as if to purl and there is a yarn over between the stitches. That is different from what is done in this video. I'm sorry, I don't know of a matching cast on for this double crochet bind off.       It is worked on 15 stitches, and you knit until the edging is as long as you need it to be.

      Sorry, I don't have this scarf or this yarn anymore to look at, I have no idea what the ply was. If by ply you mean the weight, the Lion Brand website says 4 Medium / Worsted. You can click the link in the video description for needle size and other info.
